Abstract
This White Paper discusses Indonesia's strategic agenda in driving the transition to a green economy through three main approaches: policy initiatives, citizen assemblies, and international cooperation. This document outlines the urgency of reorienting development towards a green economy to meet the Paris Agreement commitments, NDC targets, and the long-term LTS-LCCR 2050 strategy. The discussion includes simulations of low-carbon policies (LCDI), structural challenges in energy and land use governance, the impact of the COVID-19 pandemic on development priorities, and the need for institutional reforms to ensure cross-sectoral coordination. This White Paper also proposes the establishment of a Citizen Assembly as a public deliberative mechanism to strengthen the legitimacy of green economy policies, and encourages parliamentary involvement in global, regional, and national cooperation on climate finance, technology transfer, and parliamentary diplomacy. This document serves as a conceptual guide for the Indonesian House of Representatives (DPR RI) in mainstreaming a green economy in national policy.
